Inauguration of the 3rd International Legal Conference at Al-Noor University On Wednesday, February 11, 2026, the 3rd International Legal Conference commenced at Al-Noor University under the theme: “Health Legislation in Light of Technical Development (Reality and Aspirations).” This scientific and academic event embodies the collaborative partnership between educational institutions in Nineveh Governorate and Egypt’s Helwan University.
The conference witnessed a high-level attendance, including Professor Dr. Nashat Mubarak Saliwa, President of the University of Al-Hamdaniya; Professor Dr. Osama Al-Mashhadani, President of the University of Nineveh; Professor Dr. Yassin Taha Al-Hajjar, President of the hosting Al-Noor University; and Mr. Mohammed Al-Jubouri, First Deputy Chairman of the Nineveh Provincial Council. The event also saw active participation from the Deans of the Colleges of Law and Rights from five universities (Mosul, Nineveh, Al-Hamdaniya, Al-Hadba, and Al-Noor), alongside a distinguished group of researchers and specialists.
The conference sessions focused on analyzing the legal gaps created by rapid technical advancements in the health sector, including challenges related to Artificial Intelligence (AI), medical liability for technical errors, and the protection of patients’ personal data in electronic records. This academic gathering aims to formulate a comprehensive legal vision that balances the utilization of modern medical innovations with the safeguarding of human and legal rights. Ultimately, the conference seeks to provide practical legislative recommendations that enrich the legal library and develop national laws in line with international standards and contemporary digital transformations.
