Under the patronage of the President of Al-Hamdaniya University, Prof. Dr. Nashat Mubarak Saliwa, and the supervision of the Dean of the College, Prof. Dr. Anas Mahmoud Khalaf, and within the framework of joint scientific cooperation between the university’s colleges, the Human Rights Unit, in cooperation with the Continuing Education Unit at the College of Administration and Economics, held a workshop on Wednesday, April 22, 2026. The workshop provided an analytical reading of the legal foundations ensuring the rights of people of determination (persons with disabilities).

Assistant Professor Dr. Muath Mohammed Yaqub, Head of the Law Department, presented an in-depth explanation focusing on the philosophy of the Iraqi legislator in drafting Law No. 38 of 2013. He highlighted how this law represents a significant legislative shift from a policy of mere welfare to a policy of comprehensive legal empowerment.

The presentation adopted an analytical approach linking legal texts to citizenship rights, clarifying that the law guarantees a package of fundamental rights. These include mandatory education, fair employment opportunities, healthcare, and social protection as binding legal obligations upon the state.

The session witnessed broad legal engagement from faculty members and students, who emphasized the importance of raising awareness about the legal statuses and rights established by the law. This is essential to ensure the enforcement of social justice and the protection of groups most deserving of legislative care.
