Faculty Member from University of Al-Hamdaniya Participates in PhD Defense at University of Mosul on AI Intellectual Property Rights. MOSUL – March 4, 2026

The Faculty of Law at the University of Mosul held a doctoral dissertation defense on Wednesday morning, March 4, 2026, for the thesis titled: “Protection of Industrial and Commercial Property Rights within the Scope of Artificial Intelligence Applications: An Analytical Study.” The dissertation was submitted by the researcher Najlaa Ghanim Hamad Muhaimeed, under the supervision of Professor Dr. Aisar Essam Daoud.

Assistant Professor Dr. Radwan Hashem Hamdoun, a faculty member at the College of Law, University of Al-Hamdaniya, participated as a distinguished member of the examination committee.

The research addressed Artificial Intelligence as a legal and social phenomenon that transcends the purely technical framework, posing real challenges to traditional legislative systems. It emphasized the necessity of adopting a flexible and proactive legislative vision capable of keeping pace with rapid global developments. The dissertation further reviewed the qualitative shift in AI technologies—moving from limited interactive systems to generative AI systems capable of simulating human cognitive abilities—while highlighting the legislative gap between current Iraqi laws and contemporary technical realities.

The study aimed to shed light on the inadequacy of current legal texts in regulating and protecting industrial and commercial property rights associated with AI applications. It noted that core legislations, such as the Patents and Industrial Designs Law No. 65 of 1970 and the Copyright Protection Law No. 3 of 2004 (as amended), were drafted in a historical period prior to the current technological boom and rely primarily on the traditional concept of the “human inventor.”
