Professor Dr. Amer Ashour Abdullah, Assistant Dean of the College of Law for Scientific Affairs, participated in the proceedings of the 10th International Peer-Reviewed Scientific Conference organized by University of Al-Hamdaniya, which was presided over by the President of the University, the respected Professor Dr. Nashat Mubarak Saliwa, on Saturday, February 7, 2026. The conference was titled “Cognitive Integration: Bridges Between Sciences, Technologies, and Society.” The scientific partnership in organizing the conference included the College of Arts – University of Samarra, the College of Basic Education – Al-Muthanna University, and Sir Syed College – Dr. Babasaheb Ambedkar University in India, as well as the Iraqi School in India.
Dr. Amer’s participation featured his research paper titled “The Civil Liability of the State for Desertification Damages,” which he presented within the track of “Cognitive Integration between Law, Environment, and Society.” The conference witnessed a broad international and local attendance in cooperation with Iraqi and Indian research centers and universities. Through his participation, the researcher sought to highlight the legal frameworks governing the state’s responsibility toward climate challenges, thereby contributing to strengthening the scientific and technical bridges adopted by the conference to serve contemporary societal issues.
